She has no name. Her left arm is too short. I'm really getting into this "cut-out" bit lately. Drawing the whole thing is boring (not to mention difficult). It's more.. interesting to just take a close-up of one part.
The cut-off effect is very artistic here. I like it. And as for her left arm, it looks like her shoulder's raised up a bit, so it doesn't look that off to me, though the background does a little. If that's supposed to be a brick wall, remember that bricks are not stacked one on top of each other, alternate rows are displaced half a brick for sturdiness. Other than that, though, this is nicely done. I like the clothing design.
