The off-shading (and lack of background detail) in this drawing were both deliberate, actually. The background was drawn underneath the characters in a separate layer to avoid white space, but not detract from the focus (the characters). It was supposed to be kind of bad because the entire picture gave me a not at all realistic feeling. With the character shading I was going for an ambiantic-(possibly made up word alert!!)sort of feeling. You never get light like that for real, afterall. I just really like that inner-glow jazz, y'know? And the lack of shadows in the BG was already explained above.
As for Knuckles' attire... well, I have no excuse as to its badness. I was too lazy to look up traditional dress -.-

Sort of a follow up to the picture of Rouge and Shadow. Here are Rouge and Knuckles all dressed in badly-drawn Asian garb. I really dunno.
She looks nice in red.

This is a very interestingly themed picture. Japanese and Chinese elements. I would have to say that you may want to not used anti-aliasing when you color lineart. I'm not sure what program you used however.
My other suggestion is to draw a lightbulb or arrow (lightly for yourself) so you understand light source
Your street got a little funky in some areas, specially behind Knuckles. Also back to my light source comment, had you thought about the light source you may have had been able to put shadows where they are standing so they don't look like they're floating. It would also help to distinguish the background as well.
You may want to research male kimono a bit more, most aren't open like the way you have it right now.
This is not horrible however, I like the cheongsam that Rogue is wearing. And it's nice to see some posing going on!
If you're interested in some coloring tutorials I may be able to point some out.
