this is really beautyful picture, and I 100% agree to liliwagn about every suggestion. if you would go my way I wouldn't completely finish this pic. not completely. Just make few finishing touches and make it bit blurrier here and there. but, hey, that's just me.
Personally if I was going to finish the picture completely I would use the scarf thing...

Hello, Sam Lee. :) You have an awesome sketch going on here--reminds me of the Egyptian Sun God, Ra. Lovely imagery, but a little blurry--either from the pencil on the rough paper, or from the scanner. Hmm.
What I always suggest, though this is generally really tough for people, is to trace your image onto another, bigger piece of paper to finish it off so you don't have to worry about that anymore. The problem with this is sometimes you can loose details--especially if you don't have a light-table, like I do (which are relatively cheap, but I'm not sure where you live so I don't know where you might find one). I also recommend tracing your image onto clean paper for the final, colored version.
Anyways, if that is absolutely out of the question, then I think you should take the scarf that is wrapped around her arms, and bring it down to curve around to the wing, and finish the image like that--using that as the cutoff point. Do you know what I mean? It's an interesting technique used in anime pics often, but I can't think of any prime examples. It would look really cool if you did that, and then did the background as stars or something, so it looks like she's coming out of them, you know what I mean? I hope so. I'm not feeling very good at explaining things.
Ah! Another suggestion--post this image in the Side 7 Message Board, and see if you can get any help there. Sometimes you do get help, sometimes you don't, but it's worth a try for sure!
