The elected president of the Co-operative Federation of Xinjiang (2166–2173) and first president of its spiritual successor the Federal Union of China in the IOT spin-off The Multipolar World. An unassuming lawyer before the Kingdom of China's collapse in 2165, he leads a social-democratic government committed to peace and internationalism, while remaining a political independent. Though willing to defend his office with his life during the Monarchist invasion in 2173, the Red Lotus persuades him to enter exile with the intent of restoring the government after the China Six are vanquished for good. In the novelized epilogue Blood Red Dawn, he is revealed to be an ironically gifted orator despite a self-effacing humility, laying the foundation for the postwar order that backgrounds the Union in Multipolarity II.

• His name renders in traditional Chinese as 德明建國 (dé-míng jiàn-guó), translating as "virtue-bright building the country".
• His legal background is a covert rebuke of christos' characters' utter contempt for rule of law and responsible government.
• Deming's speech at the end of Blood Red Dawn references Hannah Arendt's thesis on totalitarianism as a system predicated on perpetual social instability; his comments on the 'quiet heroism' of preserving memory is based on "The Logic of Accusation Has No End", a conversation between Adam Michnik and Andrei Pleșu on "resistance through culture".

Huiqing Da
Prime Minister during his original administration (2165–2173); Da does not resume a political career in the Federal Union, but is present for Deming's founding address as a display of support.

Secret Asian Man
Secret Service operative placed in charge of "Special Task Force 0", a counterintelligence unit established to root out the Monarchist terror network ("Operation Mantis"). He attends Deming's address at the end of Blood Red Dawn.

The Red Lotus
Leader of the Scarlet Lancers who lays the ground for a democratic China and administrates the transitional authority prior to his election in 2166. Commits the Lancers to the country's military defence during the 2173 invasion, and harbours Deming and his family during the exile, ultimately deposing the China Six for good in 2179. She is implied to serve as an active government advisor, and may be a personal friend.

Lan Xiurong
A Lancer intelligence operative who serves as CF Xinjiang's permanent representative to the United Nations.

The China Six
Existential enemies. Deming's condemnation of their dictatorial rule and cultural genocide lead christos200 to make literal death threats against the government.
