Very rarely has a snap decision had such major repercussions for the story. At this stage of the game, I myself was not entirely sure of Toyoda's motives, and the Hokkaidō adventure could have gone one of a number of ways. Constructing Tōjō as a rogue officer exonerated Toyoda to a certain extent from what followed, and thus fundamentally impacted CivGeneral's perception of him (in a positive sense).
