Carlton had been in close encounter with ATV since the mid-80s, but as the Broadcasting Act opened up the possibilities for mergers between regions, it eventually bought out the Midlands station in 1994.
After the acquisition, Carlton wanted to ATV's on-screen presentation to be closer to the mother company, but it was harder to adopt to their current package from " CARLTON" to "ATV" due to their character differences and the latter's accumulated goodwill. Hence, a compromise was made, as ATV continued to be responsible for their presentation, but with a Carlton declaration at the bottom. This was the resulting package, in addition to the brand-new ITV symbol.
